The five sided clown college in Virginia says the KC-46 is so vital and is needed as quickly as possible so that it won't be subject to the sequester funds limits or cutbacks.

That's good because any delays would only increase cost further. Boeing is in a pretty tight contract on this and I'm sure would like to find any excuse to raise costs if possible. They will be lucky to eke out a profit under the existing contract.
