I can't for the life of me remove the bolts (slotted heads) holding the counter weights in place. I have tried an impact BIG slotted bit and they won't break loose. My only other option seems to be drill them out. Any ideas are greatly appreciated.

They're most probably staked in place.

Have you tried one of those screw knockers that go into a rivet gun? They give extra leverage along with the reciprocating action of the air hammer.
