Reading up on the above program, the FAA lists certain criteria to be approved under the flight program, including:
1) being U.S. operated; 2) not in military or civilian service; 3) being "fragile" (defined as in need of preservation); 4) be of an original design at least 50 years old; 5) and have no standard category civilian model available.
1-4 are easy..Number 5 is tricky. Does this mean that a C-69 would not be approved for the flight program because there is/was the L-049? or would a C-69 be approved because there are no (or limited) L-049s available and airworthy? Arent there C-47s operating under the program? Does the plane have to be a C-47 and can not be a DC-3? (as in constructed for military use?)
