Trying to identify this aircraft, resembles an OV-1 Mohawk, but the tail is wrong. Early prototype?

Baby Mohawk, as they get older and the horizontal drops, they grow the other two tails

Scott - I think this is a photo of a mockup of the proposed OF-1 version for the Marine Corps "with the original tail configuration". A photo appears on page 415 of Grumman Aircraft since 1929 by Rene J. Francillon. The following text about the tail:

"As evidenced by its mock-up, the G-164, designed by a team led by Michael Pelehach, was characterized by a single fin and rudder of large size on with the horizontal surfaces were mounted near the top. Wind-tunnel test, however, revealed that these surfaces would provide insufficient control during STOL operations. Accordingly, the original rail surfaces were replaced by a conventionally located tailplane and triple fins and rudders."

The Mohawk was originally a USMC program. They eventually dropped out and only the Army bought it.
As we see from the "V" designation, it was originally going to be more of a STOL aircraft than it ended up.
