Northrop Delta info ?

Looking back through past posts on this forum I ran across Waco YKC's post of a Northrop Delta. I have a photo cut from an A&S from a few years ago with my handwritten note 'what is it?' Same aircraft, same N#. Somebody tell me about this thing, please. Ugly but still cool in its own weird way.
