Howdy, y'all!

I want to be educated, please, by those of you who know about this subject:

Reading the Barnstormers ads, there is one for a T-28C, and the ad states that it is "post-moratorium."

What does this mean, regarding the certification, registration and operation of this airplane? I know that on some [Not sure about them all]
T-28s, you don't need an LOA; would this be the same on the case of a post-moratorium airplane?

According to the old Funk and Wagnals, a moratoriam is a legally permited suspension in payments among other definitions so IDK???

Thankee, "Inspecter" but I believe that the moratorium in this case, is related to a date where the FAA deemed that certain types of military aircraft, should not be available to civilians for ever and ever, ah, men!

But, that's my guess, without having to dig into the legalese involved.

Wasn't there some sort of HOORAH over people buying surplus FENECS that were pretty complete as far as equipment that came with the deal?

There was a point in the 90s when the FAA stopped issuing Airworthiness Certificates for Foreign Built Warbirds. It was a suspension, or Moratorium.
The FAA didn't know what to do with all the Ex-Soviet Jets and such coming into the country and in the case of Turbine powered aircraft, there is a different standard of tracking of Life Limited parts and such.
Basically rotating fans, discs and turbine wheels and such have a life measured in cycles, start- fly- shutdown=1 cycle, at periods maint is required and when you get to the end, it is thrown away. All this is tracked by cycles.
The FAA had to figure out what requirements for this foreign equipment was needed and tracking of life limited parts. They were dealing with manuals in foreign languages and such.
They called a Time Out to get a system in place for the FAA workers and DERs to use but operating limitations and some other things where changed and more restrictive post moratorium in some cases.
That is why someone might mention the PM status.

Rich (as always) was not only quick on the response, but dead on.

I can only ad this: Since the moratorium was supossed to apply only to foreign built aircraft, some (read as: nearly all) local fsdo's used that as an opportunity to come out with increasingly ( and more restrictive) operating limitations on all experimental (ex military) aircraft ..... from that point on. There was supposed to be some sort of standardization of operating restrictions for all regions after that, but the only thing that seemed to be standard was that there was more rules that were open to local interpretation.... and enforcement. All of this was inspite of what their own operating order(s) laid out.... A story for another day. They have since made their own operating order(s) open to "local interpretation". Kind of hard to know what they want when it is not in writing.

Long story short, Experimental (exhibition) former military aircraft that were certified before all of this "improved efficiency" are more desireable as there is no requirement to get a new (and more restrictive) airworthiness cert, or operating limitation when the aircraft sells (despite what the local fsdo tells you), at least as of today. Be warned, however. The fuzz are trying to do away with this " circumvention of their authority" as we speak.

Logic -not always works my way- would indicate that a PM aircraft, should be cheaper than a similar model PrM...
