If I had to guess, it was one of the USA's very early radio guided bombs or an early rocket/missile. The ring at the rear contained moveable vanes that "steered" the bomb/rocket/missile via radio control.
My books related to that are packed away during renovation projects, so I can't look this up to be sure. I'm "confident" I will be corrected shortly.
