Since every aircraft gets a name, I'm calling this one the "Grub". It looks like a giant beetle larvae. Edit: Or....maybe the "Tick".

What Possible use could this "thing" be employed to do that the GoodYear Blimp doen't already do?

Good point - I was thinking that this may have a lot more lift than a conventional blimp and may be used for cargo lifting/hauling.

What more can you say? It was designed by the 'free thinkers' @ CALAC, who brought you a lot of the really weird artists renditions of C-5 meets Ekranoplan, and other ideas in the early to mid 70's. I guess it must still be OK @ Lockweed to go out to the car and smoke your lunch-
