What is this extension on the SR-71?

Someone sent me a power point story on the SR-71's exploits over Lybia and it had the enclosed image of #17858 being refueled. I'm not up on my SR-71 info so I was wondering if any one here knows what this extension on the SR-71 is for?

Pardon the image, but I couldn't copy it off the power point so I had to take a photo of it with my camera.

That was the long tail SR-71. Its in the USAF Arament Museum at Eglin AFB. It was to hold more electronics. It didn't work too well and got scrapped. The plane ended up getting parked too.
