T-28C B/N 140589 N280JM

This T-28C flew into Salem a couple weeks ago (just got it developed-sorry) from Portland. Never seen or heard of this a/c and the owner was not talkative at all. The FAA list it with no certificate and status in question while the registry says status unknown has of 1992. Any ideas?

140589 (c/n 226-166) was C-FPTR from 1992 to 1993, then became N290CR, then N280JM.
