Did some Google'ing and found this:

61st Fighter Squadron "Top Dogs" , 1980 - 1982
Flagship for 61st TFTS, Major Mike Ryan was the Squadron Commander, went on to become USAF Chief of Staff

The High School football team, named "Highland Home Flying Squadron," wanted an aircraft to display on campus as a mascot and they acquired an F-16 that was donated to them. Aircraft was officially dedicated on November 23, 2008.
