What Kind of Airplane is This?

I shot these two photos earlier today:

Background: This aircraft recently appeared near the general aviation section of Washington D.C.'s Reagan National Airport (KDCA). I can only imagine it is to be used for fire-fighter training (?)

Initially, I thought it was a Lockheed Jetstar. However, it's a bit short, and note that it only has a single nacelle ring on each side of the fuselage. (Is that the right term - "nacelle ring?")

The triangular windows give it away as a North American Saberliner.

The 2 window configuration gives it away as (most likely) a T-39 A or B OR a very early civilian Sabreliner 40.
There were far more early T-39s than there were Sabreliner 40s.

Judging by the scorch marks I assume it's being used to train crash/rescue crews.
