Moratorium on exemptions for special category aircraft

I don't see any discussion of this, but if I missed it, feel free to delete this.

The FAA has declared a moratorium on issuance of exemptions allowing carrying paying passengers in special category aircraft on "Living History Flight Experiences (LHFE)" flights. Current exemptions will be allowed to continue though.

Current exemptions will be reviewed when they come due, and no new aircraft may be added to current exemptions. The letter specifically targets certain types of aircraft.

I was told by a source that there was an issue with a FSDO issuing an approval into a specific airport to a specific aircraft with operating limitations not allowing it over congested areas; the airport was in a congested area. I was further told that the moratorium is just the beginning, and more was coming.

Typically those Operating Limitations say:

"Except for takeoffs and landings this aircraft shall not be operated over densly populated areas or in congested airways."

I have never seen a set of operating limitations that said it could be over congested areas at all, unless it was a new design or some type of homebuilt. But then once the new design had flown off the Phase 1 time it usually reverted to the statement above.
