Paul, I do not have a BT-13, but I do have an airplane that has the same Warner brake cylinders. For years, I've been flying my Fairchild
XNQ-1 with a very weak left brake. I've been told that Banaire may be a source for brake cylinder parts. Using Google and Banaire, I got you e-mail address. Can you be of help. CHEERS don

Dusters and Sprayers has excellent rubber parts-- dust seals for use on the wheel cylinders. Very high quality and durable-- more so than other sources we have used......Some of the other supplier's parts are not that great when exposed to mil 5606 hydraulic oil.
