Trying to identify this T-6?

Just wondering if any body recognizes this T-6? It was taken at the Scout Expo in 2000 at the Tooele airport (KTVY).

Based on the wheels the owner might have Czechoslovakian roots.

There is one that looks similar based at Chino. I think it has a vinyl number 24 stuck on the side now.
