Looks like a state run CAP....guys in GA types doing coastal patrol.
I would suspect that if you wanted to get a some hours in your Cub during the war, it was about the only way to do it.
You've got to love the older, wealthy guy with the Beech 17.
I can't quite make out the N number on the Beech..NC 18588 or 9.
According to the files, neither are listed in Georgia (58 was in Oklahoma, 59 in Alabama). Both were impressed and it seems neither survived its military career.
