.... but recovery proved complicated because corrosion was worse than under-water inspections initially suggested....
The Condor wreck disintegrated on being set down on the recovery platform on May 26, 1999. Despite all odds, the parties involved decided to embark on the ambitious restoration project..... aim is to turn the badly damaged aircraft into a handsome piece of commercial aviation history. The project is put at ten years to complete. This will only be possible with widely ranging specialized knowledge from many different experts.....

I'd love to see one even in civil guise...which might make it easier to get financial/industrial/government support for the project in Germany.

The Condor was one of the few non-American modern airliners of the period and has a story to tell in transport development. They (and perhaps some little known French types) saw the future of speedy metal aircraft, while others like the UK, were still obsessed with "luxurious flying to the colonies" with massive flying boats, boxy Ensigns, and wooden Albatrosses.

Link points to the Starliner restoration: as mentioned I don't think there is a Super Connie involved.

Any Connie experts out there aware of a Super Constellation project in the USA?

You guys are talking past easy other. The Starliner (1649) is the last of the Constellation(049, 649,749)/Super Constellation (1049) series. You are both describing the same restoration. It is occurring in Maine and there is a thread about it in the Vintage section.
