Am I correct to assume this is a temporary ferry tank setup to get it across the pond to the ETO?

Good find!! Yes, I have to agree that it is indeed a ferry tank. My father, who worked at the Douglas plant in California, told me that they used to install ferry tanks on A-20's for the same purpose.
