It's a War Merit Cross.

The War Merit Cross was instituted on October 18, 1939. It was meant to recognize service to the war effort that fell short of the award of the Iron Cross. The premise of the award centered around bravery and service not in direct connection with combat. The award was authorized for both military personnel and civilians (male and female) who performed outstanding service

The War Merit Cross consisted of a Maltese Cross with a swastika in the center surrounded by oakleaves.

Value if real ( not repro) $about $25-50
