Wouldn't reasonable precautions include making sure that you dropped said items over a field? And wouldn't emergency conditions be included in the reasonable part? If dropping a fuel tank meant not crash-landing in a populated area, I would consider that reasonable. It would seem to me that if you had some sort of system that would require an override or two different levers to drop said objects, that the requirements DO not prohibit this. Is there some other section that is applicable?

Ryan, I believe that reg is intended for pilots dropping things from out of the airplane .

I can tell you from experience that all external must remain pinned or bolted. In our case, all of the breeches for carts have been cut and the breech caps removed. This was per DoD and the FAA.

Well, I'm in no place to dispute with the FAA or DoD, but there must be some other regulation(s) that cover this. If not, then they must be using some other dictionary than I am. I don't see how the above regulation prohibits any non-essenential item being dropped if reasonable precaution is taken. Is there another regulation?
