Your post came up while I was typing my last response- thank you for the clarification.

Sure wish I had someone to push through special laws for my benefit! While I do know legislators, unfortunately our relationship is an adversarial one as I have been interfering with a State/ Federal water project in the interest of protecting my water rights.

Perhaps there is someone else in the group that can investigate this angle.
