Randy,
It's not just your Comm Sqdn that's blocking Photobucket. It's blocked DoD wide. I'm on the Navy-Marine Corps Internet system here in Charleston, SC, and I can't see Photobucket pictures either. Youtube is blocked, as well as Flickr.
Something about saving bandwidth for operational uses.
