It depends on the paint.
I don't clear coat and oil will wipe off. Most of what I paint is pretty shiny when I want it to be. I'm not the greatest painter but manage to get things covered.
If it is a modern gloss polyurethane type paint, or its equivalent, you can get a nice cleanable and durable surface, even without a clear coat.
Some paint systems require a topcoat of clear as the paint really requires it to gloss out and it forms the durable shield for the color put on. Many automotive coatings work this way. Very difficult to touch up.
Imron has an Aerospace Coating that Sikorsky use. The paintshop next door paints all kinds of rotorwings with it. Biggest thing is the primers for adhesion and corrosion protection as well as the preparation.
Some colors last longer, Red is pretty bad for fading.
