Kinda' what I thought too, looks like a sketch for an exhaust on a hot rod. Notice it says RW on one corner, and "Dad & B-17" on another. The collection is from a guy named Tucker Wire. Maybe "RW" is his son and he skeched out a design for his hot rod exhaust on that picture. We'll never know, neat little piece of history all the same though...

Based at GEEIA, Griffiss AFB, NY, from July 1966 to Jan 1970...
As I often say,
"I spent three years, seven months, sixteen days, and 22 hours in Rome, NY, you KNOW I wanted to stay..."
Rome Air Depot was incorporated into Griffiss AFB...
