Hello Zorro,
It is a Modification plate that can be used to identify the serial number of the H-19. It is not exactly in the pax cabin, but just where the main body meets the tail boom. You should be able to see where this plate is from the following picture, with the tail boom removed.
The Mod plate looks like this
