I'd offer a small reward for the "finder" of the medal. I'll bet if the kids took it, they may be afraid to admit it. Point out to them in private the man's age and the value of his service and what the medal means to him.
I know of a 90 year old vet who went into a nursing home in Florida. His medals disappeared. His daughter mentioned it to the custodian or caretaker who was appointed my the state, hoping the police would not have to be brought in. The medals then reappeared shortly after.

Have you considered an "Amnesty Box"?
Left out so that the medals could be returned in private with no questions asked and no authorities involved. Might solve the situation if those involved are getting nervous.
