FAA Announces Revision To Inspection Authorization Renewal Periods
Wed, 31 Jan '07

Change To One-Year Requirement Hailed By Many
A burdensome piece of regulation has received a welcome facelift... as this week, the Federal Aviation Administration (FAA) announced it will amend the guidelines for the Inspection Authorization (IA) renewal period.

The current IA regulation has a one-year renewal period. The rulemaking change alters that to once every two years -- which will save both the agency and repair shops money. The change to ยง 65.92(a) goes into effect immediately, and changes the IA expiration date from March 31 of each year, to March 31 of each odd-numbered year.

The FAA states the change will cut administrative costs of the renewal process in half; mechanics, in turn, won't have to fork over money to be recertified every year.

The agency stresses aviation safety will not be affected, as the new regulation will not change the requirements of the prior rule for annual activity -- work performed, training, or oral examination.

This rulemaking was in response to concerns about reducing the administrative burden associated with the renewal of inspection authorizations, and is effective immediately.

Representatives with the Aircraft Electronics Association (AEA) said the group is "fully supportive" of this final rule.

"The 1-year Inspection Authorization renewal was a legacy marker from the "old" way of doing business that offered little benefit to the FAA or to industry to offset the high administrative cost that it incurred," the AEA states.

Comments on the new regulation are due on or before March 1, 2007, and should be identified by the docket number FAA-2007-27108.

Darn, I just finished my renewal program! Seriously, this is good news for most IA holders-the eight hour renewal class was usually rather dry! I have done mine online for two years and found it much easier to do a segment when time allows rather than waste a Saturday.

Hey Phil,

the way I read it was we still need 8 hours a year. So every two years we get to waste a saturday AND sunday trying to stay awake.

So this is interesting, I hope it works out for the best. I don't have many IA meetings in my neck of the woods. But then again I have a airplane on a progressive maintenance as well.

Just downloaded the new IA rule. Yes, every 2 years starting in 2007, the IA certificate in your pocket will have to have your friendly fed's signature. HOWEVER, and this is the part that will catch a bunch of IA's, the requirements of 65.93 MUST still be met in year one in order for the IA to be valid in year 2. So........what has changed you may ask?? NOTHING!!! except the requirment of the feds to sign the card annually. Oh ya.....and if you somehow forget to document your work or don't meet the requirments of 65.93 in year one, and do an annual or 2 in year 2......YOU are now in violation. Sounds like a loose loose for IA's to me.

The comment period is on until March 1, 2007. I've already sent in my 2-cents against this. Don't see any benefit to anyone,; especially IA's.

The only change is the fact it is every 2 yrs instead of every year. All IAs still expire on March 31, 2007, but after that, it will be March 31, 2009. You will still have to meet the currancy requirements, and if you don't, you get to do the pain and suffering. Sorry if someone does not meet the renewal requirments and has to go to the class, but if you are not using it that much, and only have a IA to sign off your own plane, then the pain and suffering is your dues for a cheap annual.

I make a living with my IA, and don't have a problem meeting the quotas, and the times I went to the FAA sponcered classes, they were geared more for a A&P student. I attened a class put on by a TCM speaker at a renewal seminar, he started off by holding up a cylionder and saying this is a cylinder, it went down hill from there........
