Question about the Pilot/Co-Pilot seats in a Gonney Bird...

I have two sets of these...one set is all metal, the other is a mix of metal and what looks like pressed paper/cardboard. Would this be a wartime type thing, limited, non critical materials etc?

the paper seats are in need of work, the seat bottoms are blown out. the metal seats are pretty good, still have straps and buckles on them.
