News clips from Syria seem to show L-39s attacking the rebels, is that what they are?

Technically they are L-39ZA aircraft, which is a "standard" L-39 beefed up with I believe 4 underwing pylons and two 23mm canon in a centerline pod. But, yes, L-39s are being flown "in anger".
