The Douglas World Cruiser replica Seattle II was supposed to have flown on 29 June, but it doesn't seem to have flown yet. Anybody know why?

Got an email the other day saying the Feds wouldn't cough up the paperwork until the avionics / instrumentation installation was complete (just rumor, don't know the source or accuracy of same).
