Appears similar to a McKissick Viceroy conversion, but according to Aerofiles there was just the Frank Price BT in existence. This seems to be another postwar mod. Here a search of WIX for the Viceroy and previous discussions:

search.php?keywords=viceroy&terms=all&author=&sc=1&sf=all&sk=t&sd=d&sr=posts&st=0&ch=300&t=0&submit=Search

Aerofiles:
McKissick Viceroy [N62571]

Viceroy 1976 = 6pClwM conversion of surplus Vultee BT-13 trainer into an executive transport; 450hp P&W R-985. POP: 1 [N62571], reported active into the late 1990s operating in an experimental/exhibition category

From the WIX search:
wacoykc wrote:
During the time those were taken, the BT-13 Viceroy was owned by Paul & Louise Pfoutz, who both also owned stock BT-13's that they flew around the midwest attending various shows. After the both died and their strip was sold (now owned by the gal who runs Women In Aviation, Peggy Baty (sp)). The Viceroy sat there for several years and then was flown out to Lebenon/Warren Co. airport where it still resides today. Has not flown in years.

I saw the Frank Price BT Viceroy a few years ago in a barn in Texas when I bought some Stearman parts from his son. As far as I know Frank's plane is still sitting in the barn and understood it was for sale, about $30K I think they were asking. You can google a picture of it N62571.

It sort-of vaguely looks like a Spartan Executive with fixed gear.

He's relisted it at $38,700....I would think this aircraft would really benefit from an upgrade from the 985 to the 1340 the BT-13 prototype, the BC-51, was designed for.

I wonder if this webpage adds anything to your inquiry;
