It looks like a drop tank used as a carnival ride. You can see the four points where the chains or cables were attached. Sort of like this image from https://www.pinterest.com/pin/226728162463129481/:

Ha! I remember riding the drop tank when the carnival would swing thru town in the summer, that was many moons ago :shock:
