Military plans to retrieve Navy pilot killed in 1944

THE KOOLAU RANGE, Hawaii -- Harry Warnke's F6F-3 Hellcat slammed into these lush, jagged mountains on June 15, 1944.

A memorial service was held for the 23-year-old Navy ensign, and official notification was sent to the pilot's heartsick parents in Gary, Ind. And, as happens during wartime, Warnke's squadron members returned to their flight training, rehearsing the same bombing maneuvers that had killed their comrade. A week later, they shipped out to serve in World War II.

Six decades passed.

Because of the crash's remote location, Warnke's Hellcat was left to deteriorate in the tropical heat and rain.

Because of an extraordinary confluence of events, including the fact that Warnke had crashed into what are considered sacred Hawaiian grounds, his remains never were recovered, though they lay within miles of four active military installations where troops are indoctrinated to never willingly leave a fallen comrade behind.

"From that June day in 1944 until now, Harry Warnke has been essentially lost in time," said Colin Perry, a Hawaii aviation historian and retired U.S. Air Force pilot.

This summer that is expected to change. The military is planning to launch a high-tech -- and highly controversial -- forensic mission to recover Warnke's remains and return them to northern Indiana, where a tombstone engraved with his name stands sentry over an empty plot.

On its face, the upcoming recovery mission simply seems to be a long-overdue attempt to bring closure to a family that paid the ultimate price of war -- particularly to an elderly sister who wants nothing more than to see her brother brought home before she dies.

But much more has been revealed during the years of planning Warnke's retrieval from the Hawaiian hills.

Warnke's case has helped bring to light the nearly 3,000 military aircraft that went down in Hawaii with little public knowledge during the 1940s. It has pitted two federal statutes -- one demanding recovery of dead service personnel and one protecting cultural and historic sites -- against one another. And it has exposed the fault lines that exist between native Hawaiians who consider the Koolau Range sacred and the federal government they deeply resent for appropriating miles of prime land for military use in the decades since the attack on Pearl Harbor.

"This story is about a lot more than Harry Warnke," said Mahealani Cypher, a Hawaiian activist who is against the recovery mission. "It is another example of the concerns and traditions of the Hawaiian people being overshadowed by the military and the government."

Understanding how Warnke died in the Koolau Range on the Hawaiian island of Oahu requires a quick history lesson.

After the Japanese attacked Pearl Harbor on Dec. 7, 1941, Hawaii became a crucial launching point for U.S. forces in the Pacific theater. Martial law was declared, and much of what happened on the Hawaiian Islands -- including crashes such as Warnke's -- was classified.

Warnke was taken with flying from an early age. He was in ROTC and belonged to a local flying club founded by young men eager to be military pilots. After college, Warnke joined the Navy, and, because of his previous flight training, he was seen as a perfect candidate for bomber duty.

Thousands of young and inexperienced pilots came to Hawaii -- a precarious place to fly because of its steep mountains, windy ravines, low clouds and frequent rain. They crisscrossed the island perfecting bombing runs and dive angles, and by the time the war hit its peak, up to three or four of them were crashing each week. About a third of the crashes were fatal.

The standard military protocol was to send a search party to the crash site to determine the extent of damage and bring out the dead or wounded. But Warnke's plane was embedded in a near-impassable ravine. When his commander organized a hasty search of the site, all that was found was one of Warnke's shoes.

Another, more in-depth recovery mission may have been planned, but the war intervened. Warnke's squadron deployed the following week, with no time to return to the site. Of the 1,000 or so pilots who have died during training exercises in Hawaii, Warnke seems to be the only one -- save for those lost at sea -- whose remains never were recovered despite the fact that the military long knew their location.

"Why some kind of further recovery was not done, we just don't know," said Dr. James Pokines, a forensic anthropologist with the military's Joint POW-MIA Accounting Command. "It was a busy war and he simply got lost in the paperwork."

Warnke's grief-stricken family -- including his only sibling, Myrtle -- was told he had been lost at sea. His parents placed a gravestone, on which they unofficially promoted him from ensign to lieutenant, on the family plot in Westville, Ind. They died never knowing his true fate.

In the mid-1990s, Warnke's elder sister, Myrtle Tice, discovered since-declassified documents that detailed Warnke's death and the fact that his plane had gone down in the mountains. After finding that her brother was, in fact, on American soil, she did not feel right leaving him on that tropical mountainside so far from the plains of his youth.

"This would put an end to a sad event," she wrote in one letter to her senator, John McCain, R-Ariz., requesting that her brother's remains be retrieved.

In the late 1990s, when the military first began planning to recover Warnke's body, it had no inkling of the controversy that would ignite.

At the time, a sovereignty movement was in full swing in Hawaii. Some groups wanted Hawaii to secede from the United States; others wanted a nation-within-a-nation status similar to that granted to American Indians. Virtually all of them felt resentment for the U.S. overthrow of the Hawaiian kingdom in 1893, an event for which the Congress and President Bill Clinton had apologized in 1993.

The recovery mission became embroiled in the sovereignty debate, a movement that remains alive today.

Because the Koolau Range is a protected watershed, the military was required to request public comment on its planned mission.

The reaction from native Hawaiians was swift and negative. Many claimed the land was sacred. They cited native Hawaiian religious belief that the higher you go in elevation -- Warnke's remains are at about 2,600 feet -- the closer you get to the waoakua, or gods.

"That land is kapu," said Cypher, the activist, using the Hawaiian word for "taboo." "Maybe you might pass through there, but you do not disturb."

The groups cited a federal statute calling for the protection of historic and cultural properties, but because the Koolaus do not have historic site designation, that argument was rejected. The Defense Department cited another federal statute, one that demands the retrieval of the remains of U.S. service personnel if at all possible.



Because of all the objections, the military will execute the Warnke mission -- planned for June or July -- in a kid-glove manner it never has used before, even in the hundreds of recovery missions it has undertaken in places such as Vietnam, Korea, Cambodia and Laos.

Instead of camping on-site for the several-week excavation, as it does in most places, the forensic team will be airlifted in and out daily. They are taking in far fewer personnel than they customarily use. And rather than sift through the soil there, leaving behind dirt tainted by forensic chemicals, they will haul out about 100 cubic meters of excavated material, all of which will be sifted through at a lab on nearby Hickam Air Force Base to remove the human remains.

"In my mind, they've won," Pokines said of the Hawaiian groups. "Anywhere else in the world, we'd leave a much larger impact."

Sadly, in 1940-1945, many Hawaiian aircraft wreckages were in locations that all the military could do was to bury the bodies next to the aircraft to keep the wild animals from the remains. There just was no way to get the bodies properly recovered.

I have been hiking in the Waianae and Koolau Mountains with experienced men (the only way). The terrain is the worst I have seen (I've only been in the lower 48 and Hawaii). The angles of the slopes are almost vertical...and the red volcanic soil has the consistancy of mucus on a wet day. One must start at the 'top' and lower by rope to many locations. The ridge trails have been worn away...with a slant on one side of 30 degrees and some 70 degrees on the other!

In Continental Divide hiking one follows streams to lower ground and safety. In Hawaii, THAT philosophy leads to waterfalls of several hundred feet and the jungle vines on which you walk are suddenly a matt over thin air.

The upper reaches (where the F6F is) area is constantly under cloud cover. A temperature inversion layer lifts the cloud mass on one day and lowers it another. Such a layer may be forecast in November and April. I sympathize with all of the folks involved, both the family and the JPAC/CILHI recovery team.

The JPAC folk http://www.jpac.pacom.mil/ and the Hawaiian Aviation Preservation Society http://hiavps.com/index.html are "hand in glove" in supporting the recovery of Harry Warnke and his F6F. The initial JPAC trek RE-located the wreckage. The cadaver dog needs are filled with problems to get the animal TO/FROM the site and the forecasted weather conditions needed to obtain optimum results. My heart goes out to all concerned. Harry Warnke may not be the only such yet to be properly buried.

Some of these crash sites look almost impossible to get to by land.

Wow, I read one of the links David provided - I went to school on the north shore for awhile and I kind of know the area. If I remember right it is near pa'ali point and Kamahamaha (sp?) highway - pretty intense area of jungle. Hard to believe they could even consider getting people in other ways than helo. And, while I was there anyway, we were told to stay on the trails and not wander off as there were undesirable types that didn't take kindly to intrusions into their field of "crops".

Hi David, I have a cultural question about Hawaii and the "kapu" areas.
What is the native Hawiian custom regarding a aboriginal who is lost
or dies on "kapu" ground? Do they leave the lost or dead to the elements?
