Early reports suggest the gear stuck after performing a 4G inverted dive....

Honestly, 4 G's is nothing. Most likely they lost hydraulic pressure somehow, maybe total loss of pressure. Some jets have an emergency handle that will release the gear to free swing down or compressed air to blow them down and locked. In the ancient Falcon 20 , we have a handle and you go back in the cabin and start cranking. On the seaplane we recently discovered a scratch on an uplock rod that turned out to be severe corrosion and required replacing on both sides. It was found before it could've maybe jammed the gear somehow. These airplanes aren't new.The best hydraulic systems and their backups, I fly one jet that has two backups for the hydaulics. Of course, the systems won't work at all if you have a catastrophic leak and there isn't any fluid in the system to build pressure. Thre has to be some minimum amount of fluid for even a hand pump to work.

The 4g's was a tongue in cheek joke about my MiG-28 comment....there was movie called Top Gun, you should check it out.....

For what it’s worth, here are pages from a T-38 flight manual. I assume that the F-5 is similar if not identical. The sections of interest are the Landing Gear Alternate Release Handle and Landing Gear Alternate Extension.
