As far as I know it is an ammunition storage depot. They transfer ammo to the fleet at Sandy Hook. I cant say that I have ever heard anything bad about the place. I've driven past/through it a few times. Nothing to see really ecept miles of barbed wire fencing.
If you take a look on google maps you can see the storage bunkers and a rail line that runs out to Sandy Hook onto a very long pier with a navy transport ship at the end.
