It doesn't matter who did what and who didn't, legally it's ALWAYS the Captains (PIC) fault, even when the FE missed something! It's a part of a Capt responsebility to make sure his crew members perform their duties accordingly!

Exactly - my point was that in the NTSB report they specifically mention the flight engineer and only the flight engineer for lack of preflight.

A rans barely misses hitting a glider tug, but gets the tow rope instead. Complete with ballastic parachute deployment . . .

NTSB didn't put the blame on the FE, they just concluded what happened. It's not really their call to decide who's fault it is in any accident, and they usually never do. Finding out why an accident happened is not the same as saying who to blame.

Yeah I've seen the video on another webside. Still interresting tough. The blame here is entirely and only on the idiot in the camera plane. A towing aircraft always has the right of way, except over hot air baloons! A fact not even all pilots in Sheriff's helicopters know, which I've found out one time the hard way. But that's another story!

Not going to argue - the ntsb report puts the probably cause on the flight engineers shoulders all the the way - no mention of PIC oversight. Obviously the PIC get all the blame in a court of law. I've looked at lots of NTSB reports and obviously they are all reflect the input from the individual investigator, including their own 'style' and opinion, no matter what the rules are. This one seemed unigue to me.
Anyhow . . .
The video of the RANS - it is true that a tow plane with glider under tow is
assumed to have the right of way over evrything but a balloon, although that doesn'nt matter a hell of a lot if it isn't given. ( who care if you're dead?) I don't think that the glider was still on tow in this video though. The tug (looks like maybe a Rallye - definitely low wing, not a PA-25. I have no idea where this occured . . .) looks to me like it was off tow and descending, probably to landing. In this case, it is your classic high-wing, low wing conflict.. I think you can see a glider in the opening part of the vid off the lower lh of the rans, almost loike he is following it, and the the tug crosses over, descending from right to left. They are right over the airport and I imagine the tug is making a x-wing entry to the pattern.
I have been towing gilders for about 17 seasons now - I've had many close encounters mostly due to others flying though the traffic pattern enroute to other airports, and with thier heads firmly up and locked.

RE the big Bristol at the overpass...was that the model that had a nickname something like "flying wheelbarrow?"

Canso, the Argosy was known in polite circles as the Whistling Wheelbarrow... the RAF examples which had a thimble radome on the nose were known, rather more rudely, as the Whistling Tit! The Whistling part came from the noise the Dart turboprops made...
