Does anyone know if Lockheed-Martin still issue these certificates to Herc crews?

They issue these up to 10,000 hours. Just got the info last week as I exceeded that mark in May last year. Contact is Kelly Shiple at kelly.a.shiple@lmco.com

It took 5 years for my father to gain 5,000 hours on a C-130E (Flight Engineer) I can imagine it would take at least 10 years to get 10,000 hours.

I was flying for NWT Air when First Air purchased the operation from Air Canada. Worldwide Herc ops but before that I was on the DC-3's.

One of the many flight operations my father was involved with during his 5,000 hours on the Herc.
