The Dornier 228 of 1980s vintage used fabric covered elevators and rudders. The promotional material called it a "modern composite covering". As I recall there was no rib stiching. The fabric was glued to the substructure. I don't think there were any reinforcing tapes either. I recall cans of dope or adhesive with Blue River in the name........

The wonderfull USAF T-3 Firefly trainer had fabric covered control surfaces and is probably the last USAF plane to have them. By the time the air force scrapped all of them at Hondo they were looking pretty ragged even though they were stored in hail sheds.
