Well, technically speaking Tom, any registered WW2 vintage Flying Boat
would be allowed to land on water, as that is the only way for them to return to
earth..other than the "smoking hole" option, of course. The other mentioned
examples(except Mars), are Amphibians. Flying Boats require "beaching gear"..amphibians
carry 'em with'um.

I asked this question on AAM's page a couple of days ago. This is what I got:

Much money has been apropriated for rewing - waiting for dollars to transfer and it then gets underway. the issue was finding the money. we did.
