As to why this concept reel was released - it may not have been. The only articles I've found on it are the one linked to from IMDB and another one on a Blog. Neither reference how they obtained the footage, only that it was "exclusive". Then "HotMovieTrailers" uploaded it and failed to note that it was a concept reel nor where they got it from, which only caused more problems.
BTW, I'm not 100% sure it was actually "released". I think someone who was too hot to get an "exclusive" or "hot release" took a bit of footage that was given for a specific publication (i.e. shown as a concept reel to those who might give funding or distribution to the project) and put it out as something it wasn't. They didn't expect the general public to see it and they didn't expect for the general public to need to know what a concept reel is and how it's not intended to look anything like the finished product besides the general concept.
BTW, the guys who made it, Hydraulx, is a Special Effects super-house and have been involved in doing special effects for a good number of the blockbusters released in the last decade starting with Terminator 3. If you saw Skyline, which they produced and did most of the VFX on, it was visually spectacular, even if the plot wasn't.
