My neighbor has a mystery engine. IT is OD under a oiling instruction dataplate (Non ID) so I am 99% sure its military, but we have no other idea what it is. Its a flathead V-4. Whatever it was driving was belt driven.

Any ideas?

Kevin,

A family recently donated a concrete mixer to our Historical Society that had been used at McCook AAF to patch runway and apron repair areas. When I get home from Texas I'll dig up my photos to see if there are any similarities. Your engine definitely looks like an industrial type used to run a water pump, mixer, or some other such devices. You might ask antique tractor collectors if they recognize the radiator shell--it looks vaguely familiar to me, like a Minneapolis Moline maybe.?
