This seems to incorporate the worst or most dangerous features of the two extremes of aviation. You have the speed and potential severe impact of the jet or rocket engine, along with the fragile landing gear, human legs, of the most basic hang glider or paraglider. I do know a couple of young guys brave/nutty enough to try this.
I note that this is a French pilot. Now France may not be a great world power any longer, bu they still make a lot of great French wines. Perhaps it was late at night after indulging in these that someone came up with what seemed like a great idea at the time.
