Did this case have any repercussions for other museum exchanges?
For example, I believe that NASM traded several planes for the Shchturmovik that is now in their collection. The trade was made in the early 1990s but I have heard that there was controversy associated with the exchange. Anybody know any details about complicating factors associated with museum exchanges involving military aircraft during this period?

both perfect eggzamples of a government official being in charge of an operation they may not have a complete grasp of, or a case of indicision about a budget or wanting their friend to get the contact.....Who knows

The USFS has a long history of iisues with Fire bomber operators....withness the B-25 grounding in 1960-61, but they were allowed to fly in Alaska and Canada?
No conspiracy...I don't think you can blame this on Dick Cheney...just bureaucrats (usually firefighters who often don't have aviation experience) administering government style contracts and having to explain their actions to higher ups mopre interested in spotted owls than the realities of life.
