It's exactly what it claims to be. A Soviet Be-6. The engine cowls should be the dead giveaway.

And, based on the same general latout, they built a turboprop, amphibious (tailwheel geared)version, the Be-12 'Chaika' which stayed in service up to around 1980 before being supplanted by ASW helicopters.

I dug around on the Web and was happy to find that the Beriev has survived, been refurbished and put on display at an aviation museum in the Ukraine.
