What is the black tape on the tubes used for?

Phenolic tubing rub guards as per the factory drawing. The originals were installed with black friction tape and coated with varnish. I installed these with glue and then wrapped the ends with the self sealing silicone tape. The guards protect the tubing in case a cable should come in contact.
