It was part of a commercial not to litter in Texas using the Commemorative Air Force (then the Confederate Air Force) and their B-17. See the attached videos.

The State of Texas just announced they are bringing back the "Don't Mess With Texas" campaign, but no word on if they'll ever remake the commecial, which is sad since it not only was one of the most popular of the original ones when it came out, but it also won as the best commercial in the campaign linked in the first post, thanks in large part to people here and those they contacted voting.
