The cuffs are made of a flexible type of material, and therefore wouldn't contribute to much to blade stiffening. I believe that the primarily purpose of the cuffs are to improve ram air flow into the carb inlet ducting which is located directly to the rear of that section of the prop.

Just to cover off on the RAAF
Australia recieved direct US sourced P51 D and P51K aircraft from the US prior to the local manufacture of CAC built CAC Mustangs Which were much better than anybody elses naturally being Australian built and modified.
