Aircraft must have had some issue as the FAA had to issue a Ferry Permit for it to return to its home base from Reading.
That means there was some issue found that made it not conform to its Type Certificate. That is the normal condition that it should be in to comply with all the standards of its design and also to follow all the appropriate Federal Air Regulations.
It was found to be outside of these conditions and something needed to be repaired or changed to make it meet the condition for safe operation.
It was grounded in other words.
If appropriate, a ferry permit can be issued by the FAA to allow a one time flight to a place where corrective measures can be undertaken.
An A&P mechanic must sign off that the A/C is capable of being safely flown to the place where repairs can be undertaken. There are then requirements for this flight like no passengers or cargo, flown over a pre determined route to avoid busy airways and large population centers ect.
So it looks like this guy passed himself off as an A&P to get the Ferry Permit thus not holding the needed FAA License to do this.
In the world of Aviation and dealing with the Government, following the rules often are more important than the actual wok being done.
