"AWAL Update June 2014

As we well-and-truly enter winter with some belated but appropriately brisk weather, flying activities might be tapering off a bit but we at the Australian Warbirds Association are busy on a number of fronts. Accordingly, I have quite a few items to update you on, most of which are really exciting and point to a strong future for our movement.

T-28 Conference
On 20 May, we held a T-28 Owners and Operators seminar in Toowoomba with guest speaker Jaime Trudeau of Trudeau Warbird Enterprises in Florida. The Aerotec crew graciously hosted the event, with Lynette Zuccoli doing an excellent job catering for the attendees. Both DSA Peter Pring-Shambler and I were there along with AWAL Board member and Safety Officer Matt Handley. While a few of our organization’s Trojan operators were unable to make it, those that were there really enjoyed meeting with Jaime. He is a true wealth of knowledge on the aircraft and on warbirds in general, and is a great guy! I’d like to thank member Steve Robinson again for sponsoring Jaime’s trip to Australia and making this day possible. We hope to have similar events in the future.

AWAL’s New Constitution
With regards to the Extraordinary General Meeting held on 24 May, AWAL’s proposed new Constitution passed with every vote cast in favour! This is a big step for the organization, as it will replace our outdated and obsolete Articles of Association as well as make numerous changes such as allowing for an easier election process in the future. We will no longer be constrained by voting rules which dictated a ballot cast in person or by proxy. From now on, elections and other polls will allow for mail/electronic voting. That said, we hope as many of you as possible will attend our Annual General Meetings, and to that end we will be doing all we can to make these annual get-togethers fun, informative, ‘do-not-miss’ events. As you’ll recall, I mentioned in a previous update that each member who either sent in a proxy or showed up in person to vote on our new Constitution at the EGM held in Melbourne on 24 May would have their name entered in a draw for an AWAL t-shirt of their choice. The winner is Dave Williams of Melbourne! Thank you to Dave and all the rest of you who participated in the EGM; without your support we could not have conducted a successful poll.

Technical Advisory Committee Meeting and AWAL’s Risk Management Plan
Prior to the holding of our EGM on 24 May, the AWAL Board of Directors met with members of our Technical Advisory Committee (TAC), DSA Peter Pring-Shambler, and myself. Several items were discussed and it was a very productive meeting. Some of the highlights are:
Substantial progress has been made on AWAL’s Risk Management Plan (RMP). This is being spearheaded by the TAC’s Chairman Phil Frawley, and we anticipate its completion and adoption in the near future. While it’s possible at first glance many of you may feel the RMP is largely irrelevant to your flying, I can assure you it will be a very useful and dynamic tool; one that will assist in ensuring your flights are conducted in the safest possible manner as well as aid AWAL’s efforts to effectively present the levels of risk associated with various flight operations towards gaining approvals, improved operating conditions, better insurance terms/rates, etc…

The ‘FAST’ Program
Also high on the TAC’s agenda and something you may have already heard rumours about is AWAL’s planned adoption of the FAST program! FAST stands for Formation and Safety Team; it is a worldwide educational organization dedicated to promoting and teaching safe formation procedures, primarily for warbirds but also in civilian aircraft. The procedures are military-based but adapted to civilian flight operations. There are currently seventeen signatory organizations, including all the major warbird groups in the US, Canada, and New Zealand. We recognize that many of you have already earned a formation endorsement and may question why this is necessary. By adopting the FAST protocols and procedures as a signatory organization, we will be moving towards a safer more inclusive environment with the standardization of formation flight in Australia’s warbird community, and will be in-step with international operators. This will also foster increased camaraderie through the regular opportunities to fly together at formation clinics, and will raise the overall standard of civilian formation flying in Australia. It will also open up a line of commonality, communication and exchange with the international warbird fraternity. A full suite of formation skills are not gained in a short period of time and are perishable. Recognizing that, the FAST program encourages ongoing proficiency checks and advancement from Wingman to Element/Section Lead to Flight Lead and Check Pilot through training and experience. Through this, we are not looking to reinvent the wheel; most if not all the skills you’ve learned through earlier training and experience will apply, and the transition to FAST should therefore be straightforward for competent pilots, consisting of just some different procedures, hand signals, and the like. The program is strongly and unanimously supported by AWAL’s Board of Directors and the TAC. In addition, we’ve received positive feedback and encouragement from CASA on it. At this stage, our FAST operations manual has been written and is under final review by members of the TAC before adoption. Once it’s in place, we will work to get our first group of senior ‘check/mentor’ pilots up to speed and then hope to organize the first formation clinics thereafter! We anticipate the costs to participate in each clinic will be minimal, mainly just what is necessary to administer it and cover expenses for the check/mentor pilots (If the check pilots are local to where a particular clinic is held, the costs should really be minor). Due to current regulations, members who wish to participate will need to already have an Australian formation endorsement, but that is readily attainable and should not pose much of a hurdle to those who don’t already have one. As most of you know, formation flight can be downright dangerous when taken lightly, or with pilots operating to different standards. On the other hand, when done correctly it’s safe and very rewarding. Getting together for clinics, particularly with pilots you don’t regularly fly with, is a lot of fun too! Based on conversations I’ve had with numerous members, from some of our experienced military-trained pilots to our top civilian-trained operators to those amongst the rest of us; there’s broad support and enthusiasm for AWAL’s adoption of the FAST program! As it stands here at this time, numerous small groups of experienced formation pilots are largely closed off to others whose skill levels they aren’t really familiar with. Through providing a standardized program, FAST will hopefully open things up a lot more across our community and get Australian warbird formation flight operations on a par with the best, safest standards and practices out there today (The lack of standardized procedures in the past has been a major impediment to organizing larger formation weekends such as those we are aiming for). Fly-Past and Air Display Delegation
One other initiative we are working on, as mentioned previously, is a request to CASA for a delegation to take on the evaluation and approvals of fly-past and air display applications for our members. We have received support from the Regulator for this in theory, but the hard work of actually earning this is still ahead. I believe AWAL’s efforts on this will be supported by our Risk Management Plan and adoption of the FAST program, both of which demonstrate our community’s commitment to ongoing safe operations. The fact that CASA is encouraging our application is testament in no small part to all of you as well, and the excellent safety record each of you has helped our warbird movement maintain!

AWAL’s Operating Stickers
Through numerous conversations with members and discussions with our Board of Directors, it’s come to my attention that the annual stickers we ask you to affix to your plane’s windscreen/canopy are not too popular. While many of us (myself included) do not give them a second thought, for various reasons many of you do not like the idea of them. While I and the Board respect your opinions, we have made the decision to continue issuing the stickers to the owners and operators of all aircraft under our administration. That said, we are making an adjustment which should be a good compromise: For recipients of the Blue stickers (Private/non-Adventure Flight operators), we ask that if you do not want to affix it to your plane, then you at least keep it in the plane with your required documents. For those of us who receive the Red stickers (Commercial/Adventure Flight operators), we are making no change and will still require them to be affixed to the windscreen or canopy as they have been for the past several years. For those of us conducting Adventure Flights, this is still an excellent way to be identified at a glance as being current with and approved for our operations by AWAL, particularly at fly-ins.

Financial Matters
One topic I’d like to discuss is AWAL’s finances and members’ contributions. We work hard for you our members on a limited budget. We do receive an annual grant from CASA which is much appreciated but it does not go far enough in covering our expenses, and there is no guarantee given to us that this funding will continue from year to year (We sure hope it does as it’s vital!). For this next financial year, while CASA has offered to renew our grant, they are withholding a CPI increase which in the past was always given. Of course government budgets are tight right now but hopefully this CPI increase freeze is just for this year. We are all too aware that the majority of the costs associated with self-administration fall upon us as members of AWAL. While it’s reality now that some level of financial input from all of us is unavoidable, I and the Board do feel that the balance is not right. To that end, I’ve been pursuing both CASA and the Department of Infrastructure for more substantial funding (even going so far as to write a letter to Deputy Prime Minister Warren Truss on the matter), but to no avail. I will continue to chase down any realistic opportunities for financial support, and am hopeful for more success in the future. On a positive note, as our current leadership took over from previous CEO Steve Crocker and Treasurer Jeff Muller, we were fortunate to inherit an organization that was run very well, with financial security and the members’ best interests always at the forefront. Quite honestly, the hard work they and others put in over the years has made our jobs easier in many respects. Nevertheless, we have over the past nine months undertaken several cost-saving measures. While the results have been modest, it all counts! In addition, the Warbirds Insurance Scheme has proven to be very popular thus-far and brings in a small amount to the Association in administrative fees. Again, it all counts; and in the final analysis every Dollar saved, earned, or granted to AWAL means a little less financial pressure on you our members.
On the subject of members’ contributions, your Board of Directors, DSA, and I have reviewed and discussed them at length over the past few months. The long-standing formula for annual AWAL fees of $300 + GST for privately-operated and $700 + GST for commercially-operated (Adventure Flight) warbirds has served our community well. These contributions, combined with previously-mentioned sources of income and the financial prudence of past and present leadership, has for the first time left us in a position to offer at least some of our operators a bit back in the new financial year! As such, the aircraft fee structure for 2014/2015 will be adjusted as follows:

Private warbird operators: $260 + GST
Adventure Flight-approved warbird operators: $700 + GST

We have chosen to maximize the reduction for private operators with none for us adventure flight folks. This was done primarily because as commercial operators we have an ability to recover or at least offset our costs, which the private members can’t do. Please note, just as AWAL’s funding is not necessarily secure from year to year, we cannot guarantee we’ll be able to maintain these rates in subsequent years. We sure hope we can, of course; and a fair bit of that determination is in your hands. The more support you are able to show for the Association through various forms of participation and encouraging others to join, the less our financial requirements will impact upon you as individual members. The reality is in this time of budget austerity, redundancies, and rising fees; we are taking a bit of a leap of faith here in hoping that this modest reduction as well as other implemented and pending projects demonstrates our ongoing commitment to all of you. We hope this will help foster a stronger group of proud AWAL members going forward! We’ll just have to continue taking it year by year.

AWAL’s 2014 AGM and Fly-In at Cowra
Planning is well underway for our Annual General Meeting and Fly-In this coming 17-19 October at Cowra NSW. We hope this will be the first year of what will become AWAL’s signature event! The more of us that can make it the better, so block out the dates and start your planning now! Ideally, we would like to hold a formation clinic and are working on the planning for seminars covering topics such as safety, engine operation, and the like. We are actively looking for sponsorship as well so please let me know if you have any thoughts in that regard. I hope to have more details to you very soon, such as places to stay and a tentative schedule of events. This will be an ideal long weekend for us all to get together, whether we’re fortunate enough to currently own and operate a warbird or enthusiasts who love the sights, sounds, and smells of them.

Aviation Safety Regulatory Review
By now, most if not all of you would have seen the findings released by the Aviation Safety Regulatory Review Panel. If you haven’t, please go to www.infrastructure.gov.au/aviation/asrr/ where you will find PDF versions of both the full report and executive summary with recommendations. There are some good common-sense suggestions in there, and it will now be up to the government to decide on the next step(s). The period for comments on the Panel’s report and recommendations is currently open and will remain so until 30 June. I will file one on behalf of AWAL, and it would certainly be appropriate for all of you to express your thoughts and feelings regarding the Panel’s findings through a submission as well.

"AWAL's Fly-in and AGM planning committee is working to make this inaugural event one to remember! The official schedule will run Saturday and Sunday the 18th and 19th of October. However, we are hoping to hold a formation flying clinic there Thursday and Friday the 16th and 17th. Keeping that in mind, you may want to schedule more time off and plan on arriving early for that.

AWAL's AGM, gala dinner, and awards ceremony will be held on Saturday evening at the Cowra Services Club. Tickets will be very reasonable at around the $35 range and will go on sale soon.
Our AGM will of course include elections and the subsequent introduction of our Association's Board of Directors for the next year. If you are thinking of nominating for a position, please do so (2014 nomination forms will be available shortly)! I or any of the current Board will be happy to speak with you with regards to what an AWAL directorship entails, so please don't hesitate to contact us.
As part of the evening's events, we will be presenting numerous awards, hopefully to include a good mix of both humorous and more traditional categories.

AWAL Update August 2014

Here we are well into August and the end of Winter is in sight! Things have been reasonably quiet of-late but there is still quite a bit to update all of you on:

FAST Formation Progress
Our AWAL FAST Formation manual is advancing, slowly but surely! By the time you read this, I hope to have the final draft done. It has taken awhile because we want to get it right the first time. The end result will be a formation manual thoroughly vetted by our most experienced members, including several former and current Air Force and Navy pilots. As soon as the final draft is done, I will submit it to our Board of Directors for acceptance. From there, we’ll work to plan our first Formation Clinic, ideally to be held in Cowra immediately prior to our 2014 AGM/Fly-in. I have to say I’m really encouraged by the level and comments of support we’ve received for this program from a large number of members and am quite anxious to get it off the ground (pardon the pun)!

Speaking of the AGM/Fly-in, planning is moving ahead nicely. If you will be attending but have not yet booked your room, please do so as soon as possible. While there is still availability at the several motels in town, they are starting to fill up. Part of the official Association business to be covered at the AGM will of course involve elections for positions on AWAL’s Board of Directors. If you are a Flying Member in good standing who would like to make a contribution, now is the time to consider nominating for the Board. As our new Constitution is now in effect, the old system of either having to vote in person or by proxy is no more. We will now conduct balloting either electronically or by mail in the lead-up to the AGM, with final voting and results announced at the meeting. The plan is to have nomination forms available within the next 2-3 weeks with voting commencing in mid- to late-September. Serving as a Board member is an excellent way to both contribute to Australia’s warbird community and meet other dedicated members. Give it some thought! I or any of the current Board will be happy to speak with you with regards to what an AWAL directorship entails, so please don't hesitate to contact us.

Noise Exemption Certificate Update
Most of you would have spoken with Norm Jones with the Department of Infrastructure and Regional Development. Norm is the extremely helpful and friendly point of contact for us with the Department, charged with facilitating the Noise Exemption Certificate process. He’s been working to streamline and simplify things for us all and as such has asked that I pass on the following to you:
The online filing of applications is now available and is preferred by the Department of Infrastructure and Regional Development.
A new noise permit application form for both renewals and initial applications for Adventure/Airshow and Historic flights must be submitted for all renewals every 12 months. Permit expiry dates are aligned with AWAL members’ registration expiry date.Applications for Adventure flights in particular must include a letter of support from both the Airport operator and the local council is they are not one and the same. Basically, what they are looking for is compliance with the legislation i.e. that consultation has taken place (If you are unable to get a reply from an either intransigent or unresponsive council, please let Norm know and provide him with evidence that you’ve been trying over a period of at least 3-4 weeks with no luck.He will in most circumstances be able to process your request at that time).Support letters can also be emailed directly to aircraft.permits@infrastructure.gov.au
Application forms can be found and filed on line at http://www.infrastructure.gov.au/aviati ... tions.aspx, or via fax or email with an application form attached. Once an application is filed on line, copies are automatically sent to AWAL’s Admin and DSA for comment/checking. A copy is also sent back to the applicant for their records. Processing of applications is usually completed within a week. Urgent applications can be accommodated if necessary. He’s happy for members to call or email him anytime to discuss their application process or issues they are having with airports and/or councils. Member Initiatives
I received an e-mail recently from members Laurie and Bec Jones of Tooradin, Vic. They’re quite eager to see more camaraderie amongst our Association and as such have extended an invitation for one and all to visit their airfield on Sundays for a BBQ. The cost is a very nominal $5 which goes to the Aero Club/Flying school there. All they ask is that if possible you contact them in advance for catering purposes. They can be reached on 0418 525 658 or contact@adventurewings.com.au I and our Board of Directors really think this is an excellent initiative on Bec and Laurie’s behalf and commend them for it! I encourage any of you in the Tooradin area to take advantage of their hospitality and drop in for the BBQs and a catch-up.

2015 Classic Fighters Omaka Air Show
I’ve also recently been contacted by Graham Orphan, Editor of Classic Wings Magazine, who was promoting the 2015 Classic Fighters Omaka Air Show to be held 3-5 April. He asked that I pass the following on to all of you:

As you know, April sees the 100th anniversary of the founding of the ANZAC tradition, so it's a pretty important time for trans-Tasman relationships and we know the place is already going to be awash with fellow Australians. As usual, I'll be trying to pre-load the Awards Dinner with more Aussies than Kiwis as this is always fun and reminds our Kiwi friends that they are generally outnumbered in this part of the world! As such I am still very keen to make in a predominantly AWAL / NZWA affair so thought I'd raise it with you again in case you folks would like to look at an AWAL initiative to have a unified presence on the field. If that is your leaning, then we'll do whatever we can to make that presence work – just tell us what you'd like to see in place! In the meantime have a look at the promo clip....”

Risk Management Plan
Our Technical Advisory Committee, ably led by Phil Frawley, has been working on a Risk Management Plan (RMP), to help us as warbird owners and operators better handle the risks that confront us in our varied operating environments. We’re confident the end product will be a very useful tool for all members and are moving steadily towards its completion, hopefully in the next month or so. I’ll keep you all updated on our progress…

AGM and Fly-in Wrap Up...

This past weekend AWAL's 2014 Annual General Meeting and Fly-in was held at Cowra under blue skies and light winds. Members began arriving as early as Wednesday afternoon in anticipation of our first FAST Formation Clinic. The activities began with a basic briefing on Thursday followed by a series of 2-ship sorties throughout the afternoon. I think I speak for everyone in attendance that day in saying the highlight was the roar of 27 cylinders overhead as Matt Handley in Aerotec's T-28B VH-ZUK escorted Peter Clements flying Graham Hosking's magnificent F4U-5 Corsair VH-III! It was a huge honor for us to have the newly-restored fighter in attendance, all the more so in that this was its first public appearance. On behalf of all AWAL members, Thank you Graham and Peter!
The next day began with a more formal formation discussion and briefing, led by Peter Clements and supported by our 'mentors' in attendance Steve Death, Matt Handley, Jeremy Miller, David Salter, and Willie Chew. We then assigned and conducted several more formation flights throughout the day. We were sad to see Peter leave with the Corsair in the afternoon but work commitments necessitated his departure for Melbourne.
One more sortie of formation flights was conducted Saturday morning before meetings began.
With two very accomplished air-to-air photographers on hand, there were some really incredible pictures to come out of both the formation flights and a few specific air-to-air missions, which was a bonus for all involved.

The meetings on Saturday afternoon began with a talk on radial engine management by Steve Death. It was informative and concise, and I for one took away a couple excellent tips which I am now incorporating in my operating procedures. Steve was followed up by CASA, represented by Mick English, Mick Poole, and Andrew Ward. Discussions focused on Part132, CAO104, and Part 61. These are all very relevant to our ongoing warbird operations; we appreciate these gentlemen sitting down to discuss the legislation with us and particularly their responsiveness with regards to changes and clarification we've requested both on the day and in follow-up talks.

The AGM and dinner were held that evening at the Cowra Services Club. The formalities of the meeting went smoothly, with the most notable item of mention being the election results for the four vacant positions on AWAL's Board of Directors. Overall, the new election process ran well with roughly 40% member participation. It was a very close contest with all six candidates showing solid levels of support. In the end, the four who tallied the most votes were Matt Handley, Steven Gale, Alex Von Mengerson, and Ashley Spurling. I would like to say Thank you to everyone who participated in the elections, but especially to all the candidates!

I would also like to thank Willie Chew who gave an entertaining talk on low-level flight operations based on his experience as a fighter pilot and instructor for the Singapore Air Force, as well as Mike Jorgenson who shared a bit about air-to-air photography 'Do's and Don'ts'. Mike also put together a brief slide show highlighting some of his magnificent photography, both from the weekend's flying activities and his prior work.

In addition, several valuable door prizes were given out, including one more $500 fuel voucher with SkyFuel, one year's Professional/IFR subscription to OzRunways, one year's membership in the Antique Aeroplane Association, and a Temora Aviation gift bag.

A few members have provided feedback on what we did right and what we can improve next time. This is very welcome and valuable input and, where possible, we will strive to do better! All in all, I think this was a solid first effort at conducting our AGM in conjunction with a Warbird Fly-in and FAST Formation Clinic. While we were happy with the turnout (I believe we had 52 attendees at our AGM and dinner), our numbers were affected by the Tamworth Festival of Flight which ran concurrently. We researched dates and events in planning our weekend, as you would expect, and there was no notification whatsoever on Tamworth's event at the time. Plans are afoot at this time for an even better event next year! As soon as they firm up, we will let all of you know.

Thanks for a successful year go out to our Administrations Manager Robyn Waller, DSA Peter Pring-Shambler, and the Board of Directors; all of whom contributed in various ways to improve your operating conditions as well as add value to your membership. I would also like to thank the members of our Technical Advisory Committee, led by Phil Frawley, for their consistent support and input when and where necessary. Finally, I would like to express my gratitude to all who have backed and assisted with the implementation of our FAST Formation Program, from those who reviewed and consulted on our manual to the many highly experienced members willing to share their time and skills as 'Mentor Pilots' helping the rest of us with our formation flying.

I would also like to thank the very generous sponsors who's contributions helped make this year's event a huge success!.


Formation Clinics:
There is no other way to describe it than to say I was overwhelmed by the levels of enthusiasm, camaraderie, and enjoyment shared by all who participated in the Formation Clinic this past weekend! The unanimous consensus was that it is a fantastic program for AWAL members and that we should work to hold them at regular intervals wherever several members and their planes can come together. To that end, we will be planning to hold the next one sometime early in 2015. If you would like to see a FAST clinic held in your area, please let me know and we will see if we can make that happen!
With the roll-out of Part 61, many of our Mentor Pilots should now be able to provide initial formation qualifications as part of our program. As soon as we have confirmation of that, we will amend our manual accordingly. Stay tuned....

Attention: Yak-52 Owners and Operators...
AWAL has approved the use of GT propeller blades in the V530 propeller hub fitted to Yak-52s. Subsequently we have issued an amended Yak-52 maintenance schedule. Please contact Peter Pring-Shambler at dsa@australianwarbirds.com.au for more information.

Hi All,

I would like to remind flying members about the importance of operating our types of aircraft with the appropriate personal flight safety equipment. Namely - Flight Helmet, Flight Suit, Gloves, and appropriate Foot Wear.
Experience has shown over the years that many fatal accidents could have turned out differently had the Pilot been wearing an approved flight helmet.The US Army has concluded that the most common cause of death during a "survivable" impact sequence of a light aircraft or helicopter is head injury.
The correct safety gear can prevent your from being rendered unconscious in a situation where a quick escape from the cockpit is prudent. It also increases your chances of being able to extract your crew or passenger from a dangerous post-crash fire or "in water scenario".
As you should also be aware the flight helmet also increases your protection against bird strike situations. Where possible always fly with the visor down - dual visor models are available for low light conditions.
The correct clothing - flight suit, gloves, and boots may also afford you the valuable seconds to escape from a post-crash situation.
In the big picture these items are not expensive, in a life or death situation they may be the best investment you have ever made.
I must say that I was pleased to see the majority of aviators that flew into Cowra for the AGM and Formation Clinic were appropriately kitted out. If you're not already flying with a Helmet and proper attire give it some serious consideration before going flying again in a Warbird.

AWAL CEO Mark Awad has some information regarding flyin events and airshows where AWAL intends to be at - in order to help promote warbirds.
These several aviation events are coming up over the next few months and may appeal to in Australia and overseas if they are travelling down under.
