Can anyone tell me why this ACC pilot would be allowed to fly this low over a crowd?

Because he didn't get caught?
The site blocks direct "hot linking". Highlight & copy the URL, open Windows Mediaplayer, hit file/open then paste it in it should work.

Seen that a while back, I don't know how he got away with it but Hacker might know.

I've seen the Blue Angels get called on the carpet for busting the crowd line in a similar manner, only with all 4 diamond aircraft. If this was an airshow, the FAA would've busted this guy. It looks like a small gathering or fly-in that the the Eagle Driver knew was taking place and decided to give them a buzz job. It's probably a could chance no FAA was there and of those folks in attendance, nobody called them to complain.

I don't know the 100% true version of the story, but from what I've heard that's apparently a F-15C Demo Team guy (or guys...can't tell if that's two differrent jets, I'm not sure). If you watch the video, note that it's a "clean" jet with no missile rails or anything else on it -- no ordinary Eagles are out there flying like that.
How do we know that he "got away" with it? There's no telling if anything happened to the pilot or not -- just because it didn't make CNN or the af.mil website doesn't mean nothing happened.
Now, from what I can see on the video, he's not doing anything illegal (unless this is FAA waivered airspace) so much as stupid. Stuff like that -- what we call "shining your a$$", or just plain old hotdogging -- will get you in a heap of trouble even if it is a legitimate act. If it has the appearance of showing off, you're likely to get a severe beating from the boss over it. Ramifications include getting grounded, losing your qualifications as a flight lead, or something of the like.
I wouldn't think anything of what was on the video, personally, if he weren't tapping blower as he goes over the crowd. If you notice, he's really not that far off the runway, and an offset low approach is completely legal (again, unless this is FAA waivered airspace during an airshow). The use of the 'burner, though, makes it obvious that he's trying to show off for the crowd, and that's grounds for a beat-down.

Can't we all just enjoy a great BUZZ job with afterburner?
Anyone offended by this awesome display of AMERICAN AIR POWER please leave this website, if not the country.

The remarks say it's a private airshow. At official airshows there are rules, like 200 ft minimum height, 250 ft from the crowd, etc... But I think these don't apply here. So to me this is a missed approach or a low pass. Can happen at any day with an F-15 or a Cessna 150.

That is a training!? Pilots have to fly low in Afganistan too?

Well guys, I have looked at the video a few times and personally I find it hard to see anything that proves the guy was behaving incorrectly. First of all where was the crowd line? (I know, directly under the aircraft!). Looked to me like there may of not been any strict crowd line - I was once on the site of a buzz job out on a USAF field in East Anglia UK. It was a quiet saturday afternoon and we vectored two Ramstien based F-4Es into the radar overhead then went outside to watch the guys beat up the field. Imagine two VERY loud Phantoms screaming down the high street in a quiet East Anglian village first one way, then the other UNDER 500 feet, then come back for some more. That afternoon we had 45 low flying complaints and my flight commander was carpeted the following week......

Hmm, looks like two F-16's doing a Texas arrival
